    2. Fix the counting of the ADR_ACK_CNT counter.
    3. [EN18031] Fix an issue where devices outside the EU region could not accept unencrypted configuration files.
    4. [EN18031] Enable digital signature verification for all packaged firmware, not limited to the EU region.
    5. Correct AES-128 CBC encryption/decryption logic which affected the group configuration file.
    6. [EN18031] Ensure configuration files exported from the module are encrypted.
    7. [EN18031] Allow encrypted configuration files to be uploaded to the module (EU region accepts only encrypted files).
    8. [EN18031] Restrict firmware updates in the EU region to only those with a correct digital signature.
    9. Avoid packet segmentation by using the actual maximum TX size of the next uplink to pack data.
