Scope: Products with digital elements, encompassing both hardware and software, that are connected to a network or device.

Penalties: Can reach up to €15 million or 2.5% of a company's global annual turnover, whichever is higher.

Radio Equipment Directive Delegated Act, RED-DA

Effective Date: Aug. 1, 2025

Scope: Any wireless device capable of internet communication. Devices processing personal, traffic, or location data. Wireless devices handling monetary or virtual currency transfers.

Penalties: Non-compliant products will be blocked at import, preventing entry into the EU market, or forced recall.

Network and Information Security Directive 2.0, NIS2

Effective Date: Oct. 18, 2024

Scope: Large company in critical sectors like energy, transport, finance, health, water, digital infrastructure, public administration, and space. Mid-sized firms in sectors such as postal services, waste management, chemicals, food, manufacturing, digital providers, etc.

Penalties: Fines of up to €10 million or 2% of annual global turnover, whichever is higher.

Why It Matters:
IEC 62351 is a sector-specific standard, providing highly detailed security for the communication protocols used exclusively in electric power systems. You could say IEC 62351 builds upon or specializes elements of the broader IEC 62443 principles for its domain.

UR E27

Scope: Focuses on the cyber resilience of individual onboard systems and equipment within vessels. It sets minimum requirements for manufacturers and OEMs of computerized systems (both IT and OT) to ensure their hardware and software components have specific security capabilities throughout their lifecycle.

Why It Matters:
Mandatory for new ships contracted from Jul. 1, 2024, UR E27 is critical for enhancing maritime safety and operational integrity. Often referencing or drawing principles from IEC 62443 for its technical basis. By requiring secure-by-design principles for onboard systems, it helps prevent cyberattacks from impacting critical vessel functions like navigation or propulsion, thus safeguarding lives, property, and the environment from escalating cyber threats at sea.

Does the CRA apply to non-European manufacturers selling in the EU?

The CRA applies to non-European manufacturers if they sell or offer products with digital elements in the EU market. Any company, regardless of where it is based, must comply with CRA requirements if its products are sold, distributed, or made available to EU customers.
Does the CRA apply to products with digital elements that are already placed on the EU markets?

The CRA applies to products placed on the EU market after its enforcement date (December 11, 2027). However, products already installed on sites are generally not retroactively subject to the CRA, unless they undergo a substantial modification that impacts their cybersecurity or intended purpose, or if they are sold again after the enforcement date.
Does the CRA apply to hardware, software, or both?
Both. The CRA applies to any product with digital elements that is connected, either physically or logically, to a device or network. This includes:
- Connected hardware (e.g., IoT devices, routers, smart home devices)
- Embedded systems and firmware
- Software platforms and applications (not SaaS) Intermediate components such as microcontrollers (MCUs), microprocessors (MPUs), and software libraries that are integrated into connected products.
Products that are not connected in any way (directly or indirectly) generally fall outside the scope of the CRA.
Do non - EU companies need to comply?

Yes. International manufacturers targeting the European market must appoint a legal authorized representative based within the EU and ensure their products satisfy all CRA security obligations prior to commercial distribution.

Currently, we are moving towards more operating systems, such as Debian, Yocto Project, etc. However, due to the need for BV verification and approval, this will take some time. Additionally, Advantech's laboratory capacity is also increasing. The supported operating systems will be updated in real-time on this webpage.
